AFI32-1023 addresses military construction funding, program execution, installation development planning, district plans, and facility standards. It requires coordination and approval for project siting changes and establishes oversight roles for MILCON financial management and execution.
Applies to: This AFI applies to all military construction projects funded by appropriations made to the Air Force, Air Force Reserve, and Air National Guard.
AFIMSC/FMAS provides oversight and reporting of Air Force MILCON appropriations, allotments, sub-allotments, commitments, obligations, and outlays.
AFCEC/CF also issues the design instruction to the design manager/construction manager (DM/CM) authorizing the start of project design, and initiates 10 USC § 2807, Architectural and engineering services and construction design, notifications.
Requests for alternate DoD construction agent authority, to include installation civil engineer squadrons, should be identified early and agreed upon by the proposed and designated DoD construction agents.
All real property is assigned to a district, to include geographically separate sites.
Projects will not be re-sited after completion of the 35% design.
