Maintenance personnel are authorized to use personal and government CMDs for unclassified voice and text communication on the flightline and aboard aircraft; unless, classified information is present, stored on-board, being discussed, in-use, or CMD use is otherwise restricted by technical data or policy.

First time CNDs may be signed off by a 5-skill-level technician. All repeat/recurs will be signed off only by 7-skill-level technicians or higher.
