It addresses operational training concepts, system responsibilities and management, reporting, and the AETC Undergraduate Aircrew Training Device Program. Compliance is mandatory, and records generated by prescribed processes must follow specified records-management and disposition requirements.

Conflicts between this instruction and JPO direction will be reconciled by the F-35 Integration Office (AF/IO), ACC (Lead Command), and the JPO.
