It establishes standards for personnel performing duties unique to the CONR-1 AF AFFOR staff and prescribes unit mission and command relationships. It addresses directorate structures, Battle Staff functions, mission execution, and National Security Emergency Preparedness.

The mission of CONR-1 AF (AFNORTH & AFSPACE) is to defend the homeland and conduct operations through the integration of all-domain effects, future capabilities, and Allies and Partners to safeguard our nation. (paragraph 1)
The function of the Battle Staff is to enable decision superiority for the Commander, AOC, and AFFOR staff; and to execute Commander, Air Force Forces (COMAFFOR) roles and responsibilities against any adversary or disaster at overwhelming scope and speed by synchronizing AOC and AFFOR staff operations and communications through four key tasks: (1) Synergize a common operating picture (COP) (2) Facilitate horizontal and vertical communications (3) Facilitate operational planning and execution (4) Facilitate support across the competition continuum. Lead Security Forces and Force Protection responsibilities are aligned to the A4 directorate. (paragraph 1)
In this capacity, NSEP oversees Emergency Preparedness Liaison Officers (EPLOs), providing Consequence Management (CM) liaison of DoD capabilities and planning to local, state, tribal, territorial, federal governmental agencies, and Air Force installations in preparation for and immediately following a natural/man-made disaster or Special Events Assessment Rating (SEAR)/National Special Security Event (NSSE).
