AFGSCI10-203 covers Title 32 training, Title 10 activation, combatant command missions, security response, and delegated activation authority. Applies to: This instruction applies to Regular Air Force, Department of the Air Force civilian employees, and military/civilian personnel from other military departments assigned or attached to AFGSC units.
Routinely, members of the Air National Guard (ANG) conduct their training mission in Title 32 status. (paragraph 3-2)
32 U.S.C. 502(f) authorizes Title 32 guardsmen to conduct operational support duties in support of federal operations when undertaken at the request of the President or Secretary of Defense. (paragraph 3-2)
The Commanders of USSTRATCOM and USNORTHCOM require a clear and unbroken chain of command extending to individual Airmen executing critical real-world missions, including armed security response, nuclear weapon maintenance, bomber operations, and command, control, and communications (C3). (paragraph 3-2)
The Assistant Secretary of the Air Force, Manpower and Reserve Affairs, has delegated to AFGSC/CC the authority contained in 10 USC 12301(d) to activate Title 32 Guardsmen.
AFGSC/CC has further delegated this authority to the AFGSC Director of Operations, AFGSC/A3, in the Commander’s Delegation and Withholding of Authorities memorandum.
