AETCPAM36-2614 governs pre-commissioning terminal learning objectives for Department of the Air Force military education institutions.

It contains guidance for aligning, assessing, and developing terminal learning objectives, along with a list of required learning outcomes. The objectives address leadership, critical thinking, resource management, resiliency, military theory, communication, and related professional knowledge.
Applies to: It applies to the United States Space Force (USSF), the Regular Air Force, the Air Force Reserve, the Air National Guard, and government-contracted personnel executing and/or directly supporting the pre-commissioning programs identified by this publication.
Terminal learning objectives will be assessed utilizing the Department of the Air Force Handbook 36-2675, Information for Designers of Instructional Systems, to meet the foundational knowledge of the cognitive objective. (paragraph 2)
Each learning objective’s specified level of learning is the minimum required achievement for curriculum development and student evaluation. (paragraph 3)
MEIs may develop their curriculum to achieve higher levels of cognitive learning at their discretion. (paragraph 3)
MEIs must establish the foundation for professionally competent, strategic-minded, and critically thinking officers. (paragraph 3)
