AETCI38-403 establishes innovation processes, initiative pathways, tracking systems, and innovation resources. It requires validated requirements for AETC funding competition and complete Requirement Packages with funding requests for initiatives brought to the Requirement Oversight Committee.
Applies to: This instruction applies to the Total Force – Active Duty (AD) Air Force (AF), Air Force Reserve (AFR), Air National Guard (ANG), and Department of the Air Force (DAF) Civilians when requesting AETC funding for innovation.
All successful innovative efforts start with an idea of how to solve the problem, and end with the goal of implementing the solution. (paragraph 2)
When an innovation initiative receives funding allocations, the IIL will conduct proper analysis documenting the success or failure of the initiative to inform higher level decisions. (paragraph 2)
IIL will track wins, barriers, and progress throughout the lifecycle of the initiative and report the data to AETC/A5XI. (paragraph 2)
To compete for AETC Funding, whether in execution year or Program Objective Memorandum (POM), the initiative must have a validated requirement. (paragraph 2)
Innovation initiatives brought to the Requirement Oversight Committee (ROC) must first have a complete Requirement Package to include a funding request. (paragraph 2)
