It defines the USAFWC mission, command structure, and duties of the NAF/CC and USAFWC/CC. It requires compliance and addresses advanced training, testing, tactics development, leader development, and operational training and test infrastructure.

The USAFWC, a Numbered Air Force equivalent, serves as the Headquarters for five Wings (57th Wing, 53d Wing, 99th Air Base Wing, 350th Spectrum Warfare Wing and 505th Command and Control Wing) and two named units (Nevada Test and Training Range and Air Force Joint Test Program Office). (paragraph 1)
Is granted the “Coordinating Authority” – the authority to require consultation between applicable organizations, but not the authority to compel agreement. (paragraph 2)
Develop an exercise to serve as 400-level certification events, in coordination with USAF Expeditionary Center, Air Force Installation and Mission Support Center, and MAJCOMs. (paragraph 3)
Partner closely with the entire USAF test enterprise and key joint, interagency, ally, and partner test agencies to maximize efficiency, align efforts, and minimize time while conducting realistic, relevant evaluations of weapons, weapons systems, employment tactics, and procedures. (paragraph 3)
Develop tactics by creating, refining, documenting, delivering, and teaching Air Force joint, integrated, all-domain combat tactics. (paragraph 3)
