ACCMD012 governs the mission, command relationships, commander roles, and responsibilities of Twelfth Air Force (12 AF) Air Forces Southern.

It defines authorities for air, space, cyber, information, and all-domain operations in the USSOUTHCOM area of responsibility. Compliance with ACCMD012 is mandatory, and records created through prescribed processes must be maintained and disposed of under specified Air Force requirements.
Applies to: This MD applies to 12 AF (AFSOUTH) and subordinate active duty units and personnel, those assigned or attached Air Force Reserve Command (AFRC) and Air National Guard (ANG) units, and personnel or mobilized members performing federal missions.
The 12 AF (AFSOUTH) mission is to plan, prioritize, execute, assess, and support joint all-domain operations, activities, and investments to influence relevant actors in order to mitigate risk to global U.S. interests, strengthen our regional partners, and counter threats in the United States Southern Command (USSOUTHCOM) area of responsibility (AOR). 12 AF (AFSOUTH)/CC reports to Commander, Air Combat Command (COMACC) and is under this administrative control (ADCON). (paragraph 2)
12 AF (AFSOUTH) is under operational control (OPCON) of CDRUSSOUTHCOM. (paragraph 2)
CDRAFSOUTH is designated the Theater Joint Forces Air Component Commander (JFACC) and will exercise OPCON over assigned Service forces and tactical control (TACON) over other Services’ forces made available for tasking. (paragraph 3)
The COMAFFOR is a warfighter responsible to the JFC for organizing, training, equipping, and sustaining USAF forces (If JFACC is not assigned, COMAFFOR is responsible for employment of assigned and/or allocated Air Force forces). (paragraph 4)
