It defines the NTTR’s live and synthetic test and training environments, organizational alignment, and coordination with other ranges. It assigns duties for mission execution, training support, infrastructure, safety, security, and land-management coordination, with compliance mandatory.

The NTTR creates, operates and maintains world-class live and synthetic test and training environments designed to replicate peer and near-peer adversaries. (paragraph 1)
The NTTR is organized under the USAF Warfare Center (USAFWC) and Air Combat Command (ACC). (paragraph 2)
Support warfighters in the development, validation, demonstration, and assessment of concepts, doctrines, integration, tactics, techniques, and procedures to prepare the next generation of warfighters for the high-end fight. (paragraph 3)
Plan, manage, and execute safety and security oversight of 2.9 million acres of withdrawn federal lands, while coordinating with the 99th Air Base Wing and other mission partners (Nevada National Security Site, Department of Energy (DOE), etc.) to preserve the NTTR facilities and assets. (paragraph 3)
As a national asset, the NTTR shall be sized, operated, and maintained to provide Test and Evaluation information to Department of War (DoW) users in support of DoW Research and Development. (paragraph 2)
