The publication establishes the Hazardous Materials Management Process and HAZMART as controls for identifying, authorizing, ordering, distributing, storing, and using HAZMAT. It requires process authorizations, EESOH-MIS transactions, and HMMP Team review before HAZMAT is brought onto Dobbins property.
Applies to: The guidance and procedures outlined in the instruction apply to all 94th Airlift Wing organizations, tenants, and all service and construction contractors, including Base Operational Services contractors, which store and/or use hazardous materials on Dobbins ARB.
A HAZMAT specifically does not include munitions, pharmaceuticals managed by the 94 Aeromedical Staging Squadron, radioactive materials, and hazardous waste. (paragraph 1)
Any unit that uses HAZMAT must be supported by a HAZMAT Tracking Activity (HTA), where inventory receipt and issue data are captured into EESOH-MIS. (paragraph 1)
Customers (i.e., shops) order HAZMAT through EESOHMIS. (paragraph 1)
A GPC Control Numbers must be obtained by a customer using their GPC for EVERY procurement action (even repeat purchases). (paragraph 1)
Authorizations need only be accomplished one time for each shop, office, or project; repeated purchases or use of authorized HAZMAT do not require repeated authorizations. (paragraph 1)
