Applies to: It establishes and implements effective protection of Jurisdictional Wetlands and isolated wetlands on the installation and applies to all Base personnel and tenants assigned or attached to the 910th Airlift Wing, Youngstown Air Reserve Station (ARS), Ohio.
The regulations stipulate that wetlands will be protected and conserved through avoidance or minimization of impact.
The USACOE and/or OEPA are authorized to issue permits that are required for the discharge of dredged or fill materials into wetlands.
Even an inadvertent encroachment into wetlands resulting in displacement or movement of soil or fill materials has the potential to be viewed as a violation unless an appropriate permit is obtained from USACOE and/or OEPA.
Any proposed action that impacts wetlands requires a Finding of No Practical Alternative (FONPA) approved by Deputy Assistant Secretary of the Air Force for Occupational Safety, Health, and Environment (SAF/MIQ) in accordance with AFI 32-7064. (paragraph 3)
Motorized vehicles other than All Terrain Vehicles (ATVs) are not permitted to be used in the area in which the wetlands exist. (paragraph 3)
