It addresses airfield authorization, operating procedures, runway incursion prevention, communications, vehicle requirements, and aircraft hazards. It includes training checklists, practical check rides, certification forms, airfield diagrams, and procedures for controlled movement areas.
Applies to: It establishes responsibilities, requirements, and procedures for safe operations of motor vehicles and applies to all military (including USAFR and ANG), civil service, contractor, and vendor personnel required to operate motorized wheeled vehicles within the confines of McChord Field airfield.
Motor vehicle traffic on the airfield is restricted to government-owned vehicles (GOV) on official business. (paragraph 1)
Privately owned vehicles (POVs) and rental vehicles are not authorized on the airfield without Airfield Manager (AFM) or Deputy Airfield Manager (DAFM) approval. (paragraph 1)
At a minimum, the trainee must demonstrate the ability to operate a vehicle to and from their designated work areas. (paragraph 4)
I am also fully aware that no vehicle or pedestrian shall enter a runway or other controlled movement areas without approval from the Air Traffic Control Tower (ATCT). (paragraph 13-213)
Electronic media such as videos, CBTs, and PowerPoint presentations may be used to provide training on all items except for the practical training requirements in items 4 and 7 above. (paragraph 2)
