Applies to: This Instruction applies to all personnel assigned, attached, or on contract to the 59 MDW.
Ensure all scholarly activities, research, quality assurance (QA)/quality improvement (QI), program evaluations (PE), process improvements (PI) and training projects receive a research determination prior to implementing the project. (paragraph 1)
Require prior regulatory clearance for all documents, conference papers/posters and oral presentations that involve scholarly activities, research, QA/QI, PE, PI and training projects intended for public release (domestic or foreign). (paragraph 1)
The originator should submit their completed 59 MDW Form 3039 and all supporting documents to the 59 MDW/STC Publications and Presentations Office for processing, no later than 30 days before final clearance is required to publish/present their materials. (paragraph 2)
The 59 MDW/PA office has ten (10) working days to complete the entire review and clearance process. (paragraph 2)
The request for publication funding must be submitted prior to publication, and will include the Form 3039, cleared publication and invoice from the publisher. (paragraph 5)
