The publication defines wing, group, and unit control center roles, activation and deactivation procedures, information flow, communication methods, and equipment requirements. It requires training, contact-information maintenance, accountability procedures, and coordination during FPCON changes and AFPAAS events.

The purpose of the 305 AMW control centers is to provide a 24-hour point of contact for gathering and disseminating organizational information during emergencies, times of heightened alert, or when directed by wing leadership. (paragraph 1)
The WCC will not activate control centers without wing leadership approval. (paragraph 3)
GCC/UCCs will receive activation through telephone notification. Email will be used as a backup notification method only if telephone is not available; in this case, the telephone will be used as soon as possible. (paragraph 3)
All personnel designated to participate in any control center operations must be properly trained IAW guidance provided to the unit EPL. This training includes initial and recurring hands-on training with OEM. (paragraph 5)
At a minimum, each control center must possess: current on-base grid maps, control center checklists, computers, telephones, and the control center binder (see binder guidance section). (paragraph 5)
