Applies to: This instruction applies to all personnel assigned to the 176th Air Defense Squadron (176 ADS), Alaska ANG as the implementation of written agreement between 11 AF and the Alaska Governor.
All military personnel assigned to the 176 ADS (ANG), including the commander, are in Title 32 status until the initiation of an Air Sovereignty Event (ASE) defined in paragraph 4.3. (paragraph 3)
When an ASE is declared, those personnel involved in the ASE, regardless of location, are instantaneously recalled to Title 10 status pursuant to their self-executing orders and 10 U.S.C. §12301(d). (paragraph 3)
As a condition of their employment, all 176 ADS (ANG) personnel are required to execute an individual voluntary consent statement which sets forth their consent to be recalled to Title 10 duty status pursuant to 10 U.S.C § 12301(d) and paragraph section 3.2., this instruction. (paragraph 3)
The 11 AF/CC may declare an ASE and has delegated this authority to 11 AF/Vice Commander (CV), ANR/Director of Operations (DO) (611 AOC/CC), and 611 AOC/CV. (paragraph 4)
An ASE is defined as any event that requires a tactical action decision for the North American Aerospace Defense Command (NORAD) mission as defined in the Operation NOBLE EAGLE (ONE) Execution Order (EXORD). (paragraph 4)
