PAM 600-85 covers confidential assistance, screening, counseling, treatment referrals, supervisory duties, labor relations, clinical care, specimen collection, and medical review. It includes requirements for civilian drug-testing programs and Department of Transportation testing, including testing categories and procedures.
Applies to: These instructions and procedures apply to Department of the Army (DA) Civilians, military and civilian employees Family members, and military retirees and their Family members.
Each DA Civilian, Family member of a military or civilian employee, military retiree, and Family member of a military retiree will have access to confidential EAP services (see chap 2). (paragraph 1-4)
Each DA Civilian must refrain from illegal drug use on or off duty. (paragraph 2-3)
The supervisor intervenes early when alcohol misuse, drug abuse, or other personal problems adversely affect a DA Civilians job performance or behavior. (paragraph 2-3)
Use the EAP Drug and Alcohol Management Information System (DAMIS) record to document all EAP cases at the installation level. (paragraph 2-1)
Document deteriorating job performance or changing behavior or attendance patterns. (paragraph 2-3)
