PAM 25-403 governs procedures for creating, maintaining, using, scheduling, transferring, and disposing of Army records.

PAM 25-403 covers electronic records, media-neutral management, essential records, disaster recovery, metrics, and wartime and contingency operations records. It also addresses record inventories, retention schedules, information systems, records holding areas, and program evaluations.
Procedures include identifying records, managing the various types of records media, applying Retention Schedules and performing unit evaluations. (paragraph 2)
The records management requirement for all record numbers, associated forms, and reports required by this publication are addressed in the Records Retention ScheduleArmy (RRS A). (paragraph 2)
Everyone is responsible for managing records. (paragraph 1-5)
Contractors will only be assigned records management responsibilities within the scope of their duties as assigned through their contracts provisions, obligations, and/or requirements who perform records duties on behalf of the Army. (paragraph 1-5)
NARA operates Federal records centers in nine regions throughout the United States which provide secure storage for long-term records. (paragraph 2-1)
