It covers HR support at every echelon, personnel accounting, replacement and casualty operations, HR services, postal operations, and Army Bands. It also describes HR support during competition, crisis, armed conflict, and large-scale combat operations, with rules for allocating HR organizations in theater.
Applies to: FM 4-1 applies to the Active Army, Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated.
Soldier accountability is the responsibility of commanders at all echelons during peacetime, mobilization, combat, and other types of deployments. (paragraph 3-3)
The process includes the physical reception, accounting, processing, support, reequipping, training, and delivery of military and civilian personnel including both replacement and RTD Soldiers. (paragraph 3-12)
Soldiers are required to wear ID tags at all times while on duty in uniform unless otherwise directed by the commander. (paragraph 4-36)
In no case shall contractor personnel serve as CORs. (paragraph 4-105)
