ATP 4-70 covers organizational relationships, command and support relationships, personnel deployment criteria, planning, coordination, systems fielding, and theater acquisition tracking. It requires coordination among forward support teams, PEOs, PMs, gaining commands, and supporting AFSBs during materiel fielding and retrograde activities.

When formed, the ASA(ALT) forward support teams exercise coordination authority and technical oversight authority over all Army PEO and PM fielding or other support teams within the area of operations (AO). (paragraph 1-6)
Per ASA(ALT) guidance, all Army PEO and PM teams are required to coordinate in-theater actions with the appropriate ASA(ALT) forward support team. (paragraph 1-6)
ASA(ALT) forward support teams have no force protection capabilities and therefore must be incorporated into the supported units force protection and security plan. (paragraph 1-18)
Forward support teams must integrate risk management into their operations and coordinate for needed support to appropriately mitigate risk and ensure mission success. (paragraph 1-18)
The equipment fielding is not complete until the gaining units property book officer has accepted the transfer, and the equipment has been electronically moved from the PMs accountable property system of record to the gaining unit or agency property book. (paragraph 2-14)
