ATP 3-39.30 covers reconnaissance and surveillance, mobility operations, security operations, and populace and resources control. It also addresses dislocated civilian operations, battlefield confinement, route classification, and security and mobility support appendices.
Applies to: The primary audience for ATP 3-39.30 is military police commanders and staffs; however, all members of the military may use this manual to understand the capabilities and tasks of military police.
Reconnaissance involves actively collecting information, while surveillance refers to the systematic gathering of information, which should be continuous and include both active and passive methods. (paragraph 1-6)
Police information is information collected during military police operations concerning crime, disorder, criminal activity, and criminal threats (FM 3-39). (paragraph 2-3)
The size and composition of military police needed to carry out security and mobility support tasks depend on the tactical situation (mission, enemy, terrain and weather, troops and support available, time available, civil considerations, and information considerations [METT-TC(I)], also known as mission variables. (paragraph 1-85)
Military police units are responsible for reporting information about stragglers they encounter. (paragraph 3-60)
