It defines modifications to Army materiel, addresses modification work orders, materiel change numbers, and the Modification Management Information System. It also establishes requirements for fielding plans, reporting applications, internal control evaluations, and multi-Service or foreign military sales equipment and systems.
Modification is any alteration, conversion, or modernization of an end item or a component of end item (COEI), which in any way changes or improves the original purpose or operational capacity in relation to the effectiveness, efficiency, reliability, or safety of that item. (paragraph 1-6)
Modifications that improve or diminish end item performance against approved key performance parameters (KPPs) or key system attributes (KSAs) to levels above or below objective performance envelope require an updated functional requirements document be submitted to the Deputy Chief of Staff (DCS), G 8 for Army Requirements Oversight Council (AROC) approval. (paragraph 1-6)
Commercial non-developmental items and administrative equipment are excluded from the modification program. (paragraph 3)
The MCN, once assigned, will never change. (paragraph 1-12)
The contractor, unit, or sustainment organization that applies the MWO is responsible for ensuring modifications to equipment are reported in MMIS as equipment is modified and verifying the modification and completion with the unit/command for accountability. (paragraph 5-1)
