AR 700-84 covers military clothing stores, clothing sales, monetary allowances, initial issue, alterations, Reserve clothing systems, and ROTC clothing support. It requires specific forms, inspections, documentation, purchasing limits, and procedures for clothing shortages and replacements.
The DA Form 3078 will be the only document used to obtain personal clothing items for RA enlisted Soldiers, Individual Ready Reserve (IRR), individual mobilization augmentee (IMA), USAR enlisted Soldiers attending IET, and ARNG enlisted Soldiers attending IET. (paragraph 5-1)
The CIIP or AMCS will not accept an improperly prepared DA Form 3078, and it will not accept any form dated more than 30 days old. (paragraph 5-1)
Commanders will conduct inspections of personal clothing at least once annually to ensure that all items are on hand and serviceable. (paragraph 15-8)
Shortages in initial allowances must be obtained within 15 days after assignment. (paragraph 11-2)
Minimum-usage criteria under which clothing exchanges are authorized is established as 3 years from date of initial issue. (paragraph 4)
