AR 700-137 covers program administration, planning, execution, and requests for Logistics Civil Augmentation Program services. It requires defined request data, cost accountability, audit readiness, and coordination among Army commands and contracting organizations.
In coordination with the supported commander, the LOGCAP PMO and LOGCAP prime contractor provide a quartering party within 72 hours of contractor notice to proceed, to conduct site surveys and define initial support requirements. (paragraph 3-2)
