New materiel will be designed to use the SKBF during research, development, testing, and evaluation of materiel. (paragraph 2-1)
For testing in temperatures below -40C/-40F, JP8 will be used. (paragraph 2-1)
Not acquire, design, or develop new tactical or combat equipment that use gasoline-type fuels. (paragraph 1)
Equipment exclusively used at installations outside the continental United States (OCONUS) when covered by international agreements. (paragraph 1)
