Employees must request leave from approving officials through either a written Office of Personnel Management (OPM) Form 71 (Request for Leave or Approved Absence), or an approved automated timekeeping system. (paragraph 2-1)

Leave requests are not approved until authorized by an approving official. (paragraph 2-1)

What is the limit on annual leave advanced in one leave year?

The total amount of annual leave advanced to an employee in a single leave year may not exceed the number of hours the employee will accrue during the remainder of the current leave year. (paragraph 3-5)

When is medical documentation required for unscheduled sick leave?

For unscheduled sick leave absences of more than 3 consecutive scheduled workdays, or 2 consecutive scheduled 24-hour duty periods (for employees on uncommon tours of duty scheduled on a 24 hours on, 24 hours off basis), the employee seeking the leave will be required to provide administratively acceptable evidence. (paragraph 3-6)

How quickly must an extended leave without pay request be decided?

Specifically, leave approving officials should issue a decision regarding the request no more than 10 calendar days after receipt of the request, or before the start of the requested period of extended LWOP, whichever occurs first. (paragraph 3-6)
