AR 630-10 governs reporting, administration, return to military control, and civilian-law-enforcement surrender of absentees and deserters.

It covers AWOL and desertion processing, dropped-from-rolls procedures, verification, civilian custody, and returns to military control. It also establishes procedures for Army National Guard and Army Reserve personnel who fail to report for active duty or training.

The unit commander will (1) Report absent personnel concurrently to the personnel office, the installations provost marshal office, deserter control officer, and the military pay office within 48 hours of the commanders inquiry that establishes there is no legitimate reason for the Soldiers absence. (paragraph 1-4)
An absentee will not be DFR (1) While under military control. (2) While confined by civilian authorities. However, personnel can be DFR on eMILPO if confined for 6 months or longer. (3) While receiving treatment in a civilian medical facility. (4) If the absentee dies before the desertion report is prepared. (paragraph 4-58)
Soldiers absent from a unit and returned to military control at another unit are attached to the unit where they returned for properly classifying the absence. (paragraph 3-2)
The following documents are used to return personnel to military control: a. DA Form 201 (Military Personnel Records Jacket, U.S. Army) is requested from Commander, Personnel Control Facility, Deserter Information Point, Fort Knox, Kentucky. If personnel are to be retained in the Army, the installation finance officer requests the personal financial record (PFR). (paragraph 4-1)
Except as outlined in b, below, ARNGUS and USAR Soldiers who are AWOL for 30 consecutive days are accessed into the strength of the Active Army and immediately DFR. (paragraph 5-5)
