Which sponsors and donors are not eligible for Army fellowships and scholarships?
Business groups operating for profit, foreign governments, or political organizations are not eligible sponsors and/or donors. (paragraph 4)
What must fellowship and scholarship education or training accomplish?
The education or training to be received or the research to be performed by the student and/or fellow must: (1) Satisfy a requirement or a potential requirement of the Army. (2) Contribute to the Soldier's recognized potential for career service. (3) Contribute to a project of value to the United States. (paragraph 2)
How are fellowships and scholarships generally awarded to Department of the Army personnel?
DA personnel may compete for fellowships or scholarships for the purpose of education or training. They may compete for, and may be authorized to accept fellowships or scholarships offered by eligible sponsors and/or donors for educational purposes or research in the United States or abroad. (paragraph 2)
What fellowships or scholarships may Department of the Army personnel not accept?
Department of the Army personnel are not authorized to accept (1) Fellowships or scholarships that require service on the part of the Soldier while undertaking education or training. However, acceptance of fellowships or scholarships is permitted when participation in a course of "practice teaching" is a prerequisite for fulfillment of a degree. (2) Funds representing payment for services to, or for the benefit of, the grantor or educational institution. (paragraph 2)
What limits apply to benefits from a fellowship or scholarship?
Soldiers may accept the benefits of a fellowship or scholarship (whether in cash or in kind) only to the extent that such benefits would be conferred if the same education or training were provided at the Army's expense. (paragraph 5)
