AR 621-5 covers ACES administration, programs and services, education funding, needs assessments, geographic education support, marketing, vendor searches, and academic institutions. It requires recurring needs assessments, performance measurement, and program evaluations, and identifies uses for which ACES funds will not be used.
ESO will determine when a new needs assessment is required; at least every 3 years a needs assessment will be performed. (paragraph 2-3)
