AR 608-99 addresses personal affairs, financial support agreements and payments, military allowances, legal assistance, command inquiries, enforcement, and remedies. It requires Soldiers to provide adequate financial support, comply with court or child support enforcement agency orders, and manage personal affairs without bringing discredit upon themselves or the U.S. Army.
Applies to: This regulation applies to Soldiers who are the legal parent of a child.
A Soldiers obligation to provide financial support to Family members under this regulation is not contingent upon whether the Soldier is entitled to, or receiving, any form of BAH. (paragraph 1-9)
If a signed written financial support agreement exists, the amount of financial support specified in the agreement controls (see para B2). (paragraph 2-6)
Unless otherwise required by a court order or by a written financial support agreement, a financial support payment made in cash, check, or money order will be personally delivered to the individual identified in paragraph 29a, not later than the first day of the month following the month to which the financial support payment pertains. (paragraph 2-14)
A Soldier relative who is aware that another person is a lawful custodian of an unmarried child under the age of 14 years will not wrongfully (1) Abduct, take, entice, or carry the child away from the lawful custodian. (2) Withhold, detain, or conceal the child from the lawful custodian. (paragraph 2-14)
Personnel subject to the Uniform Code of Military Justice (UCMJ) who fail to comply with paragraph 25 or 211 are subject to punishment under the UCMJ as well as to adverse administrative action and other adverse action authorized by applicable sections of the United States Code or Federal regulations. (paragraph 1-8)
