It addresses personnel accountability, IPPSA use, data accuracy and reconciliation, duty status reporting, and accountability throughout military service. It also requires internal controls to be tested and evaluated at least once every 5 years.
Soldier accountability is the responsibility of commanders at all echelons during peacetime, mobilization, combat, and other types of deployments. (paragraph 2-2)
Commanders and staffs will ensure 100 percent PA of all personnel for the duration of their military service. (paragraph 2-2)
PA is the recording and visibility of by name management of the location and duty status of all personnel assigned or attached to a unit. (paragraph 2-2)
Unit commanders account for Soldiers using IPPSA. (paragraph 2-3)
Unit commanders report all duty status changes occurring during the strength reporting period in IPPSA. (paragraph 2-3)
