The vehicle selected for any requirement will be the economically priced, smallest size, most fuel efficient, and have the best greenhouse gas (GHG) emissions rating to accomplish the mission. (paragraph 2-1)

NTVs are not authorized to be maintained for emergencies (that is, just in case), contingencies, maintenance floats, or depot stocks and will not be authorized on TDA documents for those purposes. (paragraph 3-3)
