AR 27-26 governs the ethical conduct and professional responsibilities of Army lawyers and certain civilian lawyers.

It establishes rules of professional conduct for Army lawyers, military and civilian, and certain non-Department of Defense civilian lawyers. It also addresses professional conduct advice, Senior Counsel duties, exceptions, and internal control evaluation.
Only the Secretary of the Army or the General Counsel, as his designee, may grant an exception to the provisions of this regulation. (paragraph 5)
A request for an exception will be submitted through the requesting lawyers legal supervisory chain, except that a request by a nongovernment lawyer subject to RCM 109 MCM will be submitted through the Chief, U.S. Army Trial Defense Service. (paragraph 5)
An Army lawyer is a representative of clients, an officer of the legal system, an officer of the Federal Government, and a public citizen having special responsibility for the quality of justice and legal services provided to the Department of the Army and to individual clients.
In all professional functions a lawyer should be competent, prompt, diligent, and honest.
