Which carrier must transport first-class official mail?
The United States Postal Service (USPS) will be used as the carrier of first-class official mail in accordance with Sections 401 and 404, Title 39, United States Code (39 USC 401 and 404); 39 USC Chapter 6; 18 USC 1693 1699; and 39 CFR 310 and 320, hereinafter referred to as the Private Express Statutes. How must official mail postage and fees be selected?
Official mail will move at the lowest postage and fees cost to meet the required delivery date, security, and accountability requirements. (paragraph 1-7)
