Vehicle registration is required on all Army installations through use of the Vehicle Registration System (VRS). (paragraph 2-1)

Driving a Government vehicle or POV on military installations is a privilege granted by the installation commander. (paragraph 2-1)
When may driving privileges be suspended for parking violations?

Can restricted driving privileges be granted while a license is suspended or revoked?
Probation or restricted driving privileges will not be granted to any person whose driver license or right to operate motor vehicles is under suspension or revocation by a State, Federal, or host nation licensing authority. (paragraph 2-10)
