It addresses Army correctional facilities, prisoner confinement, classification, treatment, release, transfers, security, support services, and administration. It requires procedures for prisoner admission, property, funds, mail, urinalysis, key control, victim and witness notifications, and sex offender registration.
ACS facility commanders will establish procedures for the admission of prisoners. (paragraph 10-1)
Prisoners are prohibited from soliciting pen pals. (paragraph 1-4)
When property is determined to be unauthorized, the prisoner will be given the opportunity to ship the property at their expense or destroy the unauthorized item(s). (paragraph 13-1)
Donations of prisoners personal property are not authorized. (paragraph 13-1)
In no case will allocated budget (VJAL allocations) funds or operational funds be utilized for this purpose. (paragraph 1-4)
