AR 1-50 defines conferences and categorizes them as DoD-hosted, Army-hosted, or non-DoD-hosted. It addresses conference costs, exemption determinations, approval requirements, and prohibited expenses.

Do not obligate any funds before obtaining written conference approval from the appropriate approval authority. (paragraph 3-1)
All the conference costs and fees being paid must be consistent with fair market value and not above market average in support of any fundraising by the host or sponsors of an event. (paragraph 3-1)
Conferences may not provide entertainment at the U.S. Government expense. (paragraph 3-1)
